<p>Earlier this year the FHA loan limits for<strong><a title="maricopa" href="http://www.maricopa.gov/Default.aspx">Maricopa County</a></strong> were at <strong>$346,250</strong>, but unfortunately it was  reverted back to the pre-2008 limit of $271,050 on October 1<sup>st</sup>. At that time after October 1<sup>st</sup>, the buying power of a home was significantly decreased for FHA loans.</p>
<p>The loan decrease of $271, 050 appeared to be a temporary adjustment.  Today, the word is out and it’s confirmed. <strong><a title="346250" href="https://entp.hud.gov/idapp/html/hicost1.cfm">The loan limit for FHA is now back to <em>$346,250</em></a>,</strong> as it was agreed upon in 2008! This is effective on or after <strong>November 18, 2011</strong>, and will last through 2013.  For those looking for FHA financing on a home, you will have more power and more options to search for<strong>single-family real estate</strong> in places like <strong>Scottsdale, Phoenix</strong> and the <strong>Valley Metro Area</strong>!</p>
<p>I will set you up with a <strong><a title="eric rogers" href="https://4623763674.secure-loancenter.com/EmployeeDetail.aspx?groupid=353&amp;EmployeeID=15160&amp;">lender</a></strong> who will assist you in obtaining that loan! Once you get that pre-approval, then I will assist you in your search for real estate! <p>As we have dealt with the high number of foreclosures and short sales in <strong><a title="Scottsdale" href="http://www.scottsdaleaz.gov/">Scottsdale</a></strong>, and the Phoenix Valley Metro area over the past few years, apparently the real estate market is beginning to move in some areas. Some places are having strong due to the higher desirability of living in those areas. There are three areas that are showing evidence of strength of their markets based on active listing prices. All areas end with Ranches. You would think many would want a newer home in a newly and recently developed area. Apparently, that is not the case as these subdivisions have been around for several decades when homes are listed. Of course, Scottsdale is desirable location and it’s very cold up north, where people have the desire to have real estate here.</p>
<p><a href="http://www.phoenixpowersearch.com/wp-content/uploads/2011/12/scottsdale-ranch.jpg"><img class="alignleft size-medium wp-image-6887" src="http://www.phoenixpowersearch.com/wp-content/uploads/2011/12/scottsdale-ranch-300x225.jpg" alt="" width="300" height="225" /></a>Based on an intriguing article I read by <em><strong><a title="Dru Bloomfield" href="http://athomeinscottsdale.com/2011/11/29/home-listing-prices-on-the-rise-in-mccormick-gainey-and-scottsdale-ranches/">Dru Bloomfield</a></strong></em>, there are evidences showing that listing prices of real estate in the central Scottsdale location including<strong><a title="Mccormick" href="http://www.mccormickranchpoa.com/">McCormick</a>, <a title="gainey" href="http://www.clubcorp.com/Clubs/Gainey-Ranch-Golf-Club">Gainey</a> and <a title="Scottsdale" href="http://www.scottsdaleranch.org/">Scottsdale Ranches</a></strong>are rising! It’s to say that lower foreclosures, short sales and lower supply appear to be taking a dip in the <strong>86268</strong> zip code location. The evidence the Ms. Bloomfield provided, show these subdivisions combined are on the upswing of listing prices. All locations she provided are in the same zip code of 85258.</p>
<p>From the closing standpoint, are real estate in Gainey, McCormick, and Scottsdale Ranches really rising? I looked up some numbers over the past 6 months in each of these subdivisions.  My analysis is based on my search of the City of Scottsdale, and name of the subdivision, on a month by month basis in the <strong>Arizona Regional Multiple Listing Service (ARMLS)</strong>. Here’s the breakdown in 2011 of what is sold and the mean (average) prices were for each month:</p>
<h3>Scottsdale Ranch – Scottsdale Real Estate:</h3>
<ul>
<li>June:   4 sold at an average price of $373,750</li>
<li>July:  9 sold at an average price of $459,800</li>
<li>August:  4 sold at an average price of $419,700</li>
<li>September:  2 sold at an average price of $503,000</li>
<li>October:  10 sold at an average of $431,600</li>
<li>November:  5 sold at an average of $371,300</li>
</ul>
<h3>Gainey Ranch – Scottsdale Real Estate:</h3>
<ul>
<li>June:  5 sold at an average of $403,200.</li>
<li>July: None sold</li>
<li>August: 2  sold at an average of $607,500</li>
<li>September:  1 sold at an average of $365,000</li>
<li>October: 2 sold at an average of $550,000</li>
<li>November: None sold</li>
</ul>
<h3>McCormick Ranch – Scottsdale Real Estate:</h3>
<ul>
<li>June:  4 sold at an average of $446,000</li>
<li>July:  1 sold at an average of $325,000</li>
<li>August:  2 sold at an average of $377,500</li>
<li>September: 2  sold at an average of $520,000</li>
<li> October: 4 sold at an average of $293,500</li>
<li>November:  1 sold at an average of $875,000</li>
</ul>
<p>For each of these subdivisions, it’s not too easy where the market is going, based on sales price. The analysis shows more of a bell curve for <strong>Scottsdale Ranch</strong> on sales price. The lowest mean sales prices were in July and November, but September had the highest with only 2 sold for $550,000. <strong>McCormick Ranch</strong> had a roller coaster affect, but the low number of sales, which only 1 was sold for $895,000 in November, the highest price in all 6 months.</p>
<p><a href="http://www.phoenixpowersearch.com/wp-content/uploads/2011/12/gainey-ranch.jpg"><img class="alignleft size-medium wp-image-6888" src="http://www.phoenixpowersearch.com/wp-content/uploads/2011/12/gainey-ranch-300x225.jpg" alt="" width="300" height="225" /></a>I will say there are a low number of homes on supply of my today’s article date for McCormick (10 homes) and Scottsdale Ranches (21 homes). Scottsdale Ranch is a larger subdivision of the two. I believe the listing price and sales price will rise again slightly. McCormick Ranch has 10 homes currently listed. Based on that lower supply, the listing prices will continue to increase.</p>
<p><strong>Gainey Ranch</strong> on the other hand, has a low number of sales, but a large supply of real estate available. For whatever reason, based on my findings, Gainey Ranch had the lowest number real estate sold, and the highest number (57) of real estate on the market. I don’t see a higher listing or sales increase in Gainey Ranch for now. In the end, we have just entered the winter months when the folks from cold, northern climate areas are wanting to come here to search for real estate and to live here. That said, the analysis shown from an article I read, written by Ms. Bloomfield is indicating its increase of listing prices, as it becomes that time of the year where listing prices are higher in these popular areas. From closing of a sale, and the market conditions of sale prices, not necessarily increasing at this time, but only time will tell between now and the end of April.</p>
<p>All three subdivisions are attractive to a Scottsdale buyer in real estate. They have different characteristics for each one, which would skew the average sales prices. 		<title>Phoenix, AZ Real Estate And FHA Loan Limits</title>

			<content:encoded><![CDATA[<p>We knew it was coming&#8230;and it is almost here. The reduction of FHA loan limits in  Maricopa County is happening on October 1st. SOUNDS CRAZY to me to do this&#8230;but it&#8217;s true.</p>
<p>The now amount will be $271,050&#8230; translating to to a sales price of $280,880 with a 3.5% down payment.</p>
<p>Most people think that a conventional loan has down payment requirements that are out of their reach. According to one of my trusted lender partners, Kelly Zitlow, there are options.</p>
<p>Kelly recently put out the following information regarding a 3% down conventional loan option:</p>
<ul>
<li><strong>3% down payment option up to a loan limit of $417,000!</strong></li>
<li><strong><span style="color: #000000">Credit does not have to be pulled on a disclaiming spouse. FHA loans require the lender to pull the disclaiming spouses credit and count obligations in the buyer&#8217;s debt to income ratio. </span></strong></li>
<li><strong>Conventional loans allow for PMI to be dropped or reduced after being in the loan for 2 years and once the loan to value is 78% or lower. Conventional loans use an appraisal to determine current market value. FHA loans require the buyer to pay mortgage insurance for a minimum of 5 years and after that point the MIP would <span style="text-decoration: underline">only </span>drop off if the principal balance reaches 78% of the original sales price NOT the current market value This means that unless the buyer has focused on paying extra toward their principal balance they will likely pay mortgage insurance for roughly 10 years.</strong></li>
<li><strong>Allows for down payment and closing costs to be gifted by a family member, however, if the down payment is less than 20%, a minimum of 3% must be from the buyer&#8217;s own funds (mortgage insurance requirement).</strong></li>
<li><strong>Conventional loans offer a variety of ways mortgage insurance can be paid.</strong></li>
<li><strong>Interest rates are driven by credit score and loan to value on conventional loans. This isn&#8217;t the case with FHA loans.</strong></li>
</ul>
<p dir="ltr" align="left"><strong><span style="color: #000000">Keep in mind, Mortgage Insurance companies have their own set of guidelines (i.e. fico score requirements, debt to income ratio guidelines &amp; loan to value limitations, property flipping guidelines etc).  That said, it&#8217;s very important that lenders are well versed in both the loan program and mortgage insurance guidelines early in the pre-qualification stage.</span><span class="Apple-style-span" style="font-family: Arial;font-size: x-small">.</span></strong></p>
<p dir="ltr" align="left"><strong><span style="color: #000000">A few of the most important Mortgage Insurance Guidelines today:</span></strong></p>
<ul>
<li><strong><span style="color: #000000">3% down with a 680+ fico, primary residence ~ condos are allowed (must meet Fannie Mae&#8217;s condo requirements)</span></strong></li>
<li><strong><span style="color: #000000">Low, competitive rates for loans with LTV&#8217;s at 95% and fico scores &gt; 720</span></strong></li>
<li><strong><span style="color: #000000">Minimum fico score of 620 for LTV&#8217;s = 95% (keep in mind mortgage insurance is more expensive with lower credit scores)</span></strong></li>
<li><strong><span style="color: #000000">10% down with a 620+ fico, second home ~ condos are allowed (must meet Fannie Mae&#8217;s condo requirements)</span></strong></li>
<li><strong><span style="color: #000000">Single premium and split premium options available for LTV&#8217;s = 95%</span></strong></li>
<li><strong><span style="color: #000000">Investment property are currently ineligible</span></strong></li>
</ul>

			<content:encoded><![CDATA[<p>CoreLogic is widely recognized as a leader in providing financial and property information to consumers. They are highly regarded and often quoted as being a source for accurate industry data.</p>
<p>Yesterday, they revealed a <a href="http://www.corelogic.com/about-us/news/new-corelogic-data-reveals-q2-negative-equity-declines-in-hardest-hit-markets-and-8-million-negative-equity-borrowers-have-above.aspx" target="_blank">report</a> stating that 22.5% of all residential mortgages are UPSIDE DOWN. Well, that sounds scary enough&#8230;but looking at the Arizona  market they quote that figure to be 49%.</p>
<p>This means that 49% of borrowers here in Arizona owe more on their mortgages than the home is worth. That has translated into a large number of foreclosures and short sales. It also has a large impact on the number of sales AND the ability for homeowners to refinance.</p>
<p>What is the good news? Housing prices are more affordable than they have been since 1999. If you are considering buying a home DO NOT WAIT. This too shall pass and prices will increase. Don&#8217;t be one of the people who &#8220;wish they would have&#8221;.</p>
<p>Additionally, rates are AWESOME. It&#8217;s the perfect storm for a purchase&#8230;be it as your primary residence&#8230;or an investment opportunity.</p>

I understand that some people can&#8217;t qualify for a mortgage at this time, but with all the programs available out there. Google the internet or talk with a mortgage lender and see if you can purchase a home, if you can&#8217;t qualify they&#8217;ll be glad to tell you what you need to do. We have shown and viewed lots of homes in the valley, east and west and lots of people think that prices are going lower. Well let me tell you they aren&#8217;t actually they are going up in certain pockets of metro <strong>Phoenix</strong>.<img src="http://th281.photobucket.com/albums/kk214/ace_boogie82/US%20Cities/th_200px-Phoenix_skyline_Arizona_USA.jpg" alt="" width="160" height="116" />There are still some great deals out there to be found but you&#8217;ll have to move fast, just like you&#8217;re looking for a deal so are many others. Before starting to look you should get qualified by a lender or if looking for an owner financing have the down payment of 10-20% . This way you are not window shopping and getting your hopes up only to have them and the home you like vanish. <strong>&#8220;Buying is cheaper than renting&#8221; </strong>in cost and it&#8217;s better to be paying off a home of your own rather than helping someone else. We have talked with people that had to sell their home on a shortsale or lost it to a foreclosure. These folks had a minor setback in life and are wanting to become homeowners again but know they have to wait. Then you have those that have no idea or knowledge on what to do to buy a home they listen to the media instead of checking themselves to see what steps they must take to become a <strong>homeowner. </strong>Having a home you can call your own where you can decorate and not worry about a landlord telling you what you can and can&#8217;t do is heaven. So when your lease is up remember <strong>&#8221; Why Buying Is Cheaper Than Renting&#8221;. <img src="http://th901.photobucket.com/albums/ac218/freshairandgreengrass/th_buyahome.jpg" alt="" width="160" height="160" /></strong></p>

			<content:encoded><![CDATA[<p>If you do not know what a short sale is&#8230;then please, first read this post describing the process.</p>
<p>As part of the agreement between the lender and the seller attempting to short sale their home in Phoenix , AZ, is often something termed an &#8220;Arm&#8217;s Length Affidavit&#8221;.</p>
<p>An arms-length affidavit is a document created by the banks to prevent agreements with relatives or friends to act as a straw buyer. Then, after the transaction closes, the pretend buyers quickly transfer title back to the seller. This practice really means the sellers have repurchased their home for way less than what they owed, which greatly benefits those sellers. But banks say sellers can&#8217;t benefit. If they wanted sellers to benefit, they probably would have agreed to a loan modification.</p>
<p>Each bank has different arm&#8217;s length verbiage but some of the things it typically address are:</p>
<p>No party to the short sale is a family member, business associate or person who shares a business interest with the seller.<br />
There are no hidden terms or special agreements<br />
Once the transaction closes the sellers shall not be allowed to remain in the home by renting back, and shall not regain title to the home<br />
No parties to the transaction will receive any compensation except for commissions paid to agents.<br />
These are the most common points made in most arm&#8217;s length agreements I have seen&#8230;however they do vary from bank to bank.</p>
<p>Of these points, I have most often seen agreements where the buyer of a short sale property is an investor and would be happy to rent the property back to the sellers. Depending on the verbiage in the arm&#8217;s length affidavit of the specific lender&#8230;this could potentially be a violation. The seller typically signs this form indicating they DO NOT intend to rent back the home. AND&#8230;the buyer and agents are required to sign this as well. So, as an agent, I do not want to participate in a transaction where I know there is a &#8220;side deal&#8221; between the principals to rent back. I like my real estate license and intend on keeping it!</p>
<p>IF YOU SIGN AN ARMS LENGTH AFFIDAVIT ON YOUR SHORT SALE AND ARE FOUND TO BE IN VIOLATION YOU COULD BE HELD LIABLE FOR MORTGAGE FRAUD WHICH FALLS UNDER THE JURISDICTION OF THE F.B.I.</p>
<p>Whether you are a buyer, seller or agent&#8230;be sure you take this document seriously. As of this writing, I can not find ANY evidence that banks are actually pursing people who have violated this affidavit. BUT&#8230;I do not want to be part of a deal that ends up being the test case for the F.B.I. Do you?</p>

			<content:encoded><![CDATA[<p><a href="http://www.phoenixpowersearch.com/wp-content/uploads/2011/07/th_Phoenix-Arizona11.jpg"><img class="alignleft size-full wp-image-6402" src="http://www.phoenixpowersearch.com/wp-content/uploads/2011/07/th_Phoenix-Arizona11.jpg" alt="" width="160" height="112" /></a>Is it me or is the metropolitan Phoenix Real Estate market is changing for the better.  Lately we&#8217;ve been getting a lot of buyers trying to find a good deal on a home in the Metropolitan Phoenix area.  There are still some deals out there but they are going fast.  I tell people that it is a great time to buy because it is.  Homes are still cheaper than they were 3 years ago, and the interest rates are still very low.  Buying a home is cheaper than renting.  Most people think that it&#8217;s hard to get a home loan, but you won&#8217;t know if you can qualify for a loan if you don&#8217;t apply.  We have a list of lenders that will let you know what you must do to qualify for a loan to purchase a home.  We are even working with the Lending Company&#8217;s Jeff Thomas that is offering 2.5% gift funds that you can use on a FHA or VA loan.  That means that you would only have to come up with 1% with an FHA loan and VA is always zero down and only for veterans.  There are still a lot of pre-foreclosures and short sales out there which may be one of the market changes.  See a lot of people are staying away from these because of the time frame.  Which is driving buyers to lender owned properties, or the few owners with equity left that have decided to sell.  Like I said there are still some great deals out there in areas like Glendale, Surprise, Peoria, Litchfield Park, Sun City and other great northwest valley cities.  Avondale, Buckeye,Tolleson and Laveen are great southwest valley cities with wonderful views of South and White mountains.<a href="http://thebrooksteamaz.com/wp-content/blogs.dir/74/files/2011/07/th_phoenix0041.jpg"><img src="http://thebrooksteamaz.com/wp-content/blogs.dir/74/files/2011/07/th_phoenix0041.jpg" alt="" width="160" height="120" /></a>  If you&#8217;re still renting and wanting to know if you can purchase that dream home you&#8217;ve seen in the valley.There are deals all over the metro Phoenix area  so give the Brooks Team a call. <p>I know you hear every day on the news that our market is recovering&#8230;right? I also know you hear every day on the news that our market is declining&#8230;right? What to believe? Who knows!</p>
<p>I can tell you the numbers. Like we can look at the Notices of Default (NOD&#8217;s) for the month of April and discover they were 30,799 units. That means that lenders have noticed property owners that they were in default and the lender intends on foreclosing on the home. That number is down from March 2011 (33,955) and much lower than our all time high in December 2009 of 47,606.</p>
<p>And actual foreclosures are also down. There were 5,451 in March of 2010&#8230;and 4,512 in April 2011.</p>
<p>Now let&#8217;s talk about my last week as a Realtor. I had two buyer clients make offers. One home was in the Central Phoenix area..<a href="http://greaterphoenixhomes.com/is-the-fix-and-flip-for-you-as-an-investor/">.a fix and flip</a>&#8230;had been on the market for 32 days&#8230;and had three offers on it at the time we made our offer. List price was in the 130K range. We did end up getting this one&#8230;but still&#8230;we had to go in pretty high to make it happen. NOT an example of a &#8220;buyer&#8217;s market&#8221; is it?</p>
<p>The second was really interesting. The house had been on the market for 77 days. Listed in the high 200&#8242;s. My clients liked the home and were planning on paying cash. We offered $275K. The listing agent called and said they were &#8220;taking offers&#8221; through the weekend&#8230;and he already had two others&#8230;so a total of three. Mind you&#8230;this is NOT a bank owned home&#8230;where they typically make up their own rules&#8230;this was another <a href="http://greaterphoenixhomes.com/is-the-fix-and-flip-for-you-as-an-investor/">fix and flip</a>. A &#8220;traditional&#8221; sale if you will.</p>
<p>This morning we got a communication from the listing agent that they (the sellers) wanted 10K earnest deposit (this is HIGH from my experience in this price range). AND they wanted 5K of the money to go &#8220;hard&#8221; after the inspection period.  Hard really just means that it would be non-refundable. AND&#8230;they countered at full price. AND&#8230;they wanted us to cut our inspection period down to 5 days. Why? Because they COULD. They had a situation where the seller&#8217;s were in the drivers seat.</p>
<p>WHAT? But&#8230;it&#8217;s a BUYER&#8217;S market isn&#8217;t it? Well&#8230;this week my real life experience tells me no. It is NOT a buyer&#8217;s market.</p>
<p>Just because you hear on the news&#8230;or read in the paper&#8230; that prices in Arizona are &#8220;half-off&#8221;&#8230;that does NOT mean you can make an offer at 1/2 the listed price and expect to get the house. What this means&#8230;is that many homes are selling for 1/2 of what they sold for in 2006 or 2007. As a matter of fact many areas are priced at the level they were 10 years ago. They are ALREADY priced 50% off!  If you want a good house at a good price&#8230;make sure you know your market and LISTEN to your agent. They are experts at providing you data to help you make a reasonable offer&#8230;that gives you the BEST chance of getting the home you want.</p>
